In the paper, which has been published as part of the government's transparency agenda, the BIS outlines the planned dates for key regulatory actions.
It suggests that the right to request flexible working could be implemented for all by April 2012, with the government planning to analyse responses to the consultation on extending flexible leave rights to all and create a plan regarding this and shared parental leave.
"We want to bring about a power shift, taking power away from Whitehall and putting it into the hands of people and communities, and a horizon shift, making the decisions that will equip Britain for long term success," the statement said.
It comes after Alistair Tebbit, spokesman for the Institute of Directors, said that the regulations that are stifling the country's firms, which include sales recruitment organisations, need to be cut in order to promote growth.
