REC gets Treasury response to taxation concerns

The Recruitment & Employment Confederation (REC) has received an official response from the Treasury minister David Gauke on key taxation challenges facing the recruitment industry.

In his correspondence, Mr Gauke provides an update on the issues surrounding taxation rules for contractors and on the effective enforcement surrounding off-shoring arrangements.

Despite this, REC would still like more guidance on subsistence schemes and stated that it will be pursuing the issue with the government early in the new year.

Commenting on the minister's letter and on recent developments, REC chief executive Kevin Green said it would benefit the recruitment industry if the "hugely important" taxation issues were resolved.

"Our persistence has paid off and we are seeing some positive signs in terms of policy changes and a commitment to effective enforcement," he stated.

REC will continue to work through the issues with the government to ensure that all businesses are working on a level playing field, Mr Green added.

Gender pay gap 'narrows'

New research has found that since the global economic crisis, the gender pay gap has declined in most countries, although this has not always been for the right reasons.

A report by the International Labour Organization found that the difference between the amount of men and women working in sectors hit heavily had taken its toll.

"In some cases, this is because men’s situation in the labour market has deteriorated while women’s situation has improved or stayed the same," said Kristen Sobeck, one of the co-authors of the ILO's Global Wage Report 2012/13.

Although, statistics have the ability to vary sometimes depending on whether all full-time, or part-time employees are considered, there remains some major differences across the globe when it comes to how much men and women are remunerated for doing their jobs, concluded the study.

In the UK, there have been recent calls for more women to be employed in executive positions and in the scientific and manufacturing industries.

UK makes progress increasing number of female directors

Businesses in the UK are making progress in their efforts to ensure than more of their directors are female.

According to a new report from Experian's BusinessIQ, the overall number of directors in the UK increased from 4.3 million in 2007 to five million in 2012 and during this period, the rate of new female directors outstripped the male rate, with 240,000 more women in executive positions.

Max Firth, UK managing director for Experian's Business Information Services division, explained that up until now, many similar surveys have only focused their research on FTSE companies.

"We've used our extensive database, comprising nearly three million companies and 100 industry sectors, to show a more in-depth picture of the number of female directors across the UK," he added.

However, he explained that more needs to be done to ensure that women are offered jobs in industries which are traditionally male dominated.

CBI expects London firms to start hiring

Businesses in London are set to begin hiring again in the first six months of 2013, according to new research.

A report from KPMG and the Confederation of British Industry (CBI) found that after a period which only saw essential recruiting, firms are set to look to expand their workforces once again.

In the December survey of 168 London companies, 61 per cent revealed they would be hiring as normal over the next six months, compared with only 16 per cent who said this back in July.

Furthermore, the amount of businesses expecting a recruitment freeze is set to fall from 51 per cent to 31 per cent.

Sara Parker, CBI director for London, said: "It's really encouraging news for London that the hiring freeze seen earlier in the year has begun to thaw and more companies are now getting back to recruiting as normal."

She added that many people are optimistic about London due to the success of this summer's Olympic Games.

UK aims to boost innovation in business

The government is set to make a series of policy announcements that will see it nurture the creative talent that is on offer in the UK and use it to help get the country's finances back on track.

According to the Department for Business Innovation & Skills, the plans will involve changes to the way that the Intellectual Property Office delivers services and a campaign that will show small businesses how to get the most out of their employees' bright ideas.

Business secretary Vince Cable spoke to the Big Innovation Centre about the new proposals, stating that the vision will help to support commercial activity in the UK. 

Dr Cable said that creativity and innovation will be a key driver for economic expansion and it has the potential to spark robust growth, which will be important in the future.

"So it is right we work to create the environment in which creative, innovative businesses of all shapes and sizes flourish," he added.

REC outlines challenges for the year ahead

The latest Recruitment & Employment Confederation (REC) Scotland Policy Forum has underlined the three major challenges that the jobs market faces in the next year.

Firstly, it outlined that there is still a skill shortage in a range of sectors including engineering, oil and gas, technology and care and this will make specialist recruitment agencies increasingly important over the course of the next 12 months.

In the short term, this will make flexible and skilled candidates be in particularly high demand.

Could better IT departments nip cyberbullying in the bud?

Cyberbullying may be associated with the schoolyard, but it is also becoming an increasing problem in the workplace, according to new research.

A team of academics from the University of Sheffield and Nottingham University found offensive texts and emails are now as common at work as 'conventional' bullying.

Eight out of ten respondents to a survey said they had experienced cyberbullying behaviour from colleagues during the past six months, while up to 20 per cent said they received this kind of treatment once a week.

This is likely to have an impact on productivity, as the impact on wellbeing was found to be especially damaging to workers and they were also less likely to report it.

The report will be presented at the Festival of Social Science hosted by the Economic and Social Research Council later this month, but it could prompt business owners to recruit IT specialists in order to monitor staff use of technology more carefully.

"Overall, those that had experienced cyberbullying tended to have higher mental strain and lower job satisfaction," warned Dr Iain Coyne of Nottingham University.

Line managers 'must show knowledge of their trade'

Line managers who are looking to impress have been told of the qualities that they should look to display to employees.

James Scouller, executive coach and author of The Three Levels of Leadership: How to Develop Your Leadership Presence, Knowhow and Skill, underlined that technical competence in their chosen profession is particularly vital.

"Employees must believe that the manager knows what to do and how to do it - that he or she will make things happen," he explained.

On top of this, a line manager should attempt to display a sense of direction for a company which will motivate staff members to work to their best ability.

Genuineness is another ability that Mr Scouller has encouraged line managers to display around the workplace.

This can be achieved by serving a collective purpose for a company, being truthful about any issues or problems and displaying means of action instead of just talking about making changes.

Leadership skills are 'a key priority'

Developing managerial and leadership skills is one of the biggest priorities for learning and development (L&D) teams in the next year, it has been revealed.

A study of 417 L&D professionals by Video Arts revealed that 61 per cent intend to provide leadership development training in the next 12 months, with other key priorities cited as teamwork, customer service and time management.

As for delivery, classroom training remains the most popular approach, with 90 per cent of organisations claiming to use this method, followed by 85 per cent using video clips.

However, mobile learning is beginning to make an emergence, with just over a tenth of firms using this method.

"Although the take-up is still relatively small, mobile learning is the fastest-growing medium for training. This reflects the interest in learning on-the-move, using handheld devices such as smartphones and tablets," said Martin Addison, chief executive of Video Arts.

Meanwhile, the Recruitment and Employment Confederation has suggested that firms need to encourage the uptake of IT skills.

CIPD urges firms to reconsider approach to older employees

The Chartered Institute of Personnel and Development (CIPD) has told employers that they are "missing a trick" if they do not offer some level of job flexibility to older workers.

According to the organisation, more than half of workers over 55 currently plan to work beyond state retirement age and it is in firms' interests to make it easier for them to achieve this.

This is particularly relevant because by 2020 the CIPD predicts that 36 per cent of the UK's workforce will be 50 or older.

Dianah Worman, diversity adviser at the group, said that there are plenty of reasons why companies should look to hire and retain older workers.

"Research shows their impact and experience within the organisation enables better customer service, enhanced knowledge retention and can help to address talent and skills shortages," she stated.

The CIPD believes that the government has a role to play by highlighting the best practice when it comes to older employees.

Vince Cable: Skills system needs to be right

Vince Cable has told the Confederation of British Industry conference that it is important for the future viability of the country's economy that the skills level of potential job candidates is meeting the expectations of employers.

The business secretary said yesterday (November 19th) that "getting the skills system right" was crucial to the government's new strategy and in order to have the right level of graduate in 2020 or 2030 the country needs to start acting right now.

Businesses challenged to find jobs for young people

More young people could find that they have an increased chance of seeking job opportunities in sales and other mainstream roles thanks to a new government scheme.

Employment minister Mark Hoban has launched the Youth Contract: Works for Me campaign and challenged businesses to help get more young people into work.

Throughout the next two weeks, the scheme will be advertised on radio and in print, as officials aim to raise awareness of the benefits of taking part.

Businesses which employ a young person in conjunction with the programme may get a payment of up to £2,275.

Mr Hoban said: "With extra work experience places and wage incentives we're giving young people the skills they need to find work and cutting costs for business to employ them."

He added businesses of all shapes and sizes should give a young person a chance to showcase what they are capable of.

Engineering firms struggling to fill jobs, poll finds

A new poll has suggested that people looking for jobs in the engineering industry may not be putting themselves forward enough.

The research was carried out by the Engineering Employers' Federation and found that three-quarters of firms are struggling to find staff with adequate skills, the Daily Telegraph reports.

Nearly half said this is the biggest concern they are facing at present, while others also reported not receiving many applicants for each position advertised.

Although six in ten of the companies polled said they intend to increase the amount they spend on training over the next two years, many are being forced to plug skills gaps with foreign staff.

EEF head of employment Tim Thomas said the government needs to put business owners "in the driving seat" more by allowing them to decide how to train apprentices and where to route public funding.

The Royal Academy of Engineering recently welcomed the coalition's decision to rework an engineering diploma, with the new courses expected the start in 2014, BBC News reported.

CBI: Schools need to change

It is becoming increasingly difficult for businesses to attract the kind of job candidate they need and as a result the Confederation of British Industry (CBI) is calling for a shake-up of the current education system.

In a new report, the CBI has said that the current school system fosters a cult of average and fails to stretch those who have the potential to offer the most to employers.

"Businesses have traditionally focused on education at 14 plus, but it's clear we need to tackle problems earlier, instead of applying a sticking plaster later on," said John Cridland, director-general of the body.

The CBI believes that raising educational attainment levels in the UK so they are the best in Europe could boost gross domestic product by more than £8 trillion over the lifetime of a child born today.

Mr Cridland added that qualifications are important, but self discipline and the ability to serve customers well is what employers need.

Christmas shopping figures 'beginning to improve'

After a slow build-up, Christmas shopping on the high street and retail centres is really starting to take off this year, according to the latest figures.

The British Retail Consortium said that the media hype around Mega Monday – the record day for online sales in the UK – and a cold start to December had previously kept a lot of shoppers indoors, but now they are beginning to venture out once more.

Director general of the group Steven Robertson stated that although it is disappointing to see the numbers for the week commencing December 3rd down in year on year terms, they are picking up.

He explained that last week saw a 2.3 per cent increase on the previous one.

"Though the increase is a baby step rather than a big leap, it at least demonstrates that momentum is building slowly but surely as we get into the final fortnight before Christmas," Mr Robertson added.

More older employees than ever before in the UK

The latest employment data released for the government shows that there are now more people working in the UK than ever before, but with an aging population in the country, employers need to be aware of the benefits of hiring older staff.

According to the Institute for Employment Studies, the latest figures from the Office for National Statistics showed that there are more than 500,000 more people in work now than a year ago – and more than half of these are people over the age 50.

Futhermore, the group states that the fastest rate of increase was seen in the over 65 age group.

Jim Hillage, director of research at the Institute for Employment Studies, explained there are a variety of reasons why older staff are continuing to work longer than ever before.

"In some cases employers want to retain their skills and experience and encourage them to stay on," she added.

CIPD welcomes unemployment boost

The Chartered Institute of Personnel and Development (CIPD) has welcomed the latest Office for National Statistics data which revealed a significant drop in the number of unemployed people in the UK.

Mark Beatson, chief economist at the CIPD, said that the new figures continue to show the strength of the UK's labour market, despite some difficult global conditions.

He explained that a large proportion of the drop can be attributed to the increase in the number of young people who are now in full-time education.

Although youth unemployment in the UK is still too high, the announcement of a new government initiative to extend the Youth Contract Employer Wage Incentive can only be viewed as a positive, Mr Beatson remarked.  

He also wants private sector companies to play their part too, stating: "To make sustainable progress on tackling youth unemployment, we need a mind-set change among employers so that they recognise the long-term business benefits of investing in young people."

REC welcomes employment statistics

The Recruitment & Employment Confederation (REC) has welcomed the latest figures from the Office for National Statistics, which show the greatest quarterly fall in unemployment in more than a decade.

Kevin Green, the REC's chief executive, said that the employment market in the UK is a real bright spot on the country's economic horizon.

He explained that the UK now has record levels of employment and the jobs market has continued to improve in the final quarter of the year too, with many firms looking to expand their workforce over the next few months.

"All our data suggests that employer confidence is genuinely bouncing back with businesses feeling more encouraged to hire, which bodes well for 2013," he commented.

Mr Green added that employer demand is now outstripping the supply of suitable candidates in certain industries across the country, with IT, engineering, care work and sales jobs being advertised every day.

UK unemployment falls by 82k last quarter

The government has released the latest labour force statistics - and they make positive reading for any jobseekers.  

Figures from the Office for National Statistics revealed in the past quarter, unemployment in the UK fell by 82,000, while the number of people out of work for more than six months also dropped by 62,000.

In total, there is an extra 627,000 people in private sector jobs now than there was three months ago.

"It's a credit to British businesses that they're proving wrong those cynics who claimed the private sector wouldn't be able to step up," said minister for employment Mark Hoban.

He added that all the figures are welcoming, but there are still some challenges ahead.

The government is still looking at how to make its employment initiatives even more successful and allow Britain to truly compete on a global scale, Mr Hoban added.

Jobseekers 'should pay attention to their online profile'

Jobseekers have been told to ensure that their online profiles do not let them down when they are looking for work.

The average person looking for a new sales executive role may not think that their Twitter profile or Facebook page will draw the sort of attention which celebrity pages can, but an increasing amount of employers are looking at them.

Denise Taylor, a career psychologist and author of How To Get A Job In A Recession, told Personnel Today: "Having a good online reputation applies to any professional."

She explained that people need to look at their profiles as they think an employer would, saying: "Check up on yourself and be objective."

Things to particularly avoid include making any negative comments about a current job and having inappropriate pictures or inflammatory comments. 

However, candidates can use their online presence to their advantage, with journals and industry blogs being seen as a plus point by employers.

2013 'will see fastest recruitment rate in four years'

A new survey has found that British companies are planning to expand their workforces at a faster rate than at any time in the past four years during the first three months of next year.

The report from ManpowerGroup published today (December 11th) suggested that the first quarter of 2013 will have a net employment growth of six per cent – up three per cent from previous estimates.

Mark Cahill, managing director of the group, explained that most of the jobs growth would be driven by a relatively small amount of high-performing firms.

It is the latest boost for people seeking work and continues the trend of a strong labour market in the UK, despite an uncertain economic footing.

A similar piece of research from the Recruitment and Employment Confederation and KPMG released yesterday revealed that the hiring rate in the UK during November was the fastest it has been in over 18 months.

Banks to 'create more jobs outside of London'

More financial jobs could be appearing in regional parts of the UK after three global investment firms stated that they will be moving 3,000 London positions to other UK cities in the coming months and years.

The Financial Times reports that the Bank of America, JPMorgan and Deutsche Bank will be pioneering the nearshoring movement.

London has lost only 1.4 per cent of its banking jobs since the onset of the global financial crisis. However, these figures include everyone working for the companies such as lawyers, accountants and management consultants, as well as bankers and traders.

"There is a track record of companies arriving in London and then nearshoring into other parts of the UK," Chris Cummings, chief executive of TheCityUK, told the publication.

He added that the nearshore centres are now becoming globally competitive in their own right and landing big contracts from countries such as Mexico and India.

Vince Cable unveils employment investments

The UK's business secretary Vince Cable last week launched the latest government initiative aiming to improve the skill set of job candidates and create sustainable employment.

While visiting Eastleigh College on the south coast, Dr Cable announced a new £550 million Further Education Capital Investment Fund which will help improve educational facilities for young people across the country.

Furthermore, an additional £310 million from the Regional Growth Fund (RGF) was also made available to both create and safeguard jobs and he believes the investments will be beneficial to the economy.

REC shows employment optimism in the UK

A new report has revealed that British firms hired permanent and temporary staff at their fastest rates in over 18 months during November.

The research from the Recruitment and Employment Confederation (REC) found that the index measuring permanent job appointments hit its highest level since April 2011 at 56.0 – its second consecutive month over the 50-mark that signals an increase in recruitment activity.

KPMG collaborated with REC to produce the results and the company's head of business Bernard Brown said: "The negative outlook has been replaced by cautious optimism as employers gradually gain confidence to make decisions about the vacancies they want to fill."

The report found that the strong demand for staff in the private sector was helping to offset the lower demand in the public sector.

Despite continuing economic concerns, the UK labour market has remained resilient over the past year, with employment hitting an all-time high in the three months to August.

Bank workers 'still under pressure to deliver sales targets'

Which? believes that bank staff are still being pressurised by bosses to push unsuitable products to customers.

The consumer watchdog conducted research between October and November and found that 65 per cent of workers with sales targets now feel more pressure than ever to deliver.

More than 550 staff at HSBC, Royal Bank of Scotland, Lloyds Banking Group, Barclays and Santander were quizzed.

The research comes after the banking sector was criticised for its mis-selling of payment protection insurance (PPI), with the Financial Ombudsman Service receiving 135,170 new complaints, of which 85,562 - or 63 per cent - were about PPI in the first half of 2012.

Which? also found that 46 per cent of financial workers had known colleagues who have knowingly mis-sold products to reach their goals.

CIPD stresses importance of labour market to UK's recovery

The Chartered Institute of Personnel and Development (CIPD) has issued its response to George Osborne's Autumn Statement.

CIPD urges firms to reconsider approach to older employees

The Chartered Institute of Personnel and Development (CIPD) has told employers that they are "missing a trick" if they do not offer some level of job flexibility to older workers.

According to the organisation, more than half of workers over 55 currently plan to work beyond state retirement age and it is in firms' interests to make it easier for them to achieve this.

This is particularly relevant because by 2020 the CIPD predicts that 36 per cent of the UK's workforce will be 50 or older.

BCC urges chancellor to boost business growth

The British Chambers of Commerce has told the chancellor that he must put the economic health of the nation ahead of politics in his Autumn Statement.

George Osborne is expected to unveil more austerity measures in his half-yearly report to MPs today (December 5th), but the BCC believes that a boost in business growth is what the country needs.

John Longworth, director general of the BCC, said: "The chancellor's Autumn Statement must include tough decisions to prioritise growth, without adverse effects on the government's deficit reduction programme."

Proposals from the BCC include reforming employee National Insurance Contributions for people who work beyond state pension age and reallocating any underspends from the Regional Growth Fund.

New accounting rules 'could benefit early adopters'

Companies with a December 2012 year end could be the early adopters of a new accounting system that will become mandatory in 2015.

The Financial Reporting Council (FRC) recently made public the initial section of its new accounting framework that will eventually replace the UK Generally Accepted Accounting Principles.

According to the FRC, the new rules could benefit thousands of companies in the UK.

The new system will be dubbed FRS 101 and allow firms to trade up to IFRS and still take advantage of disclosure exemptions.

Iain Selfridge, partner at PricewaterhouseCoopers, said: "The early adoption provisions give a great deal of flexibility in the timing of moving into the new regime by January 2015, but businesses need to look before they leap."

REC issues recruitment tips

The Recruitment & Employment Confederation has outlined a number of tips about recruitment growth over the next year.

During last month, the REC took three experts to England's biggest cities who shared their expertise with packed audiences.

Advice that was handed out included focusing on one specific area and being an "inch wide and a mile deep" and choosing companies that are active. Small and medium-sized enterprises are believed to be creating 65 per cent of all new jobs in the UK over the next ten years.

BCC: UK economy performed better than expected

The British Chambers of Commerce (BCC) now believes that the UK economy will not shrink as much as first feared this year.

In its latest growth forecast, the BCC stated that although the economy will not expand this year, the contraction will only be 0.1 per cent – significantly better than the original 0.4 per cent predictions.

The main reason for this was the stronger than expected performance seen in the last quarter, with the London Olympic Games singled out as the driving force of the upturn.

John Longworth, director-general of the BCC, said: "As we wait in anticipation for the chancellor to deliver his Autumn Statement tomorrow, our new forecast highlights the challenges still facing the UK economy over the months and years ahead."

The BCC added that 2013 will see growth of one per cent, while 2014 is now predicted to bring a 1.8 per cent expansion of the economy.

Many workers 'putting pressure on themselves to do extra hours'

Nearly a third of professionals put in an extra six hours every week to keep abreast of their workload, new figures show.

A report from Kelly Global Workforce Index (KGWI) revealed 28 per cent of staff work more hours than they are paid for and 39 per cent of employees say they put the pressure to stay connected when they are outside of the office on to themselves.

The introduction of mobile devices such as smartphones and tablets has certainly changed the working habits of many, with 19 per cent of people stating it has increased their job security. However, 38 per cent feel it has contributed to the likelihood of burnout.

"It is becoming increasingly important that employers keep in close contact with their workforce, making sure they are offering the support and encouragement their workers need," said Gary Jones, managing director of KGWI.

He added that the traditional nine to five model has largely disappeared.

Vince Cable calls for more female executives

UK firms 'opting for temporary staff and freelancers'

The number of temporary and freelance workers that are being hired in the UK is on the increase, according to the latest figures from the Association of Professional Staffing Companies (APSCo).

Retail sector records sales increase for 3rd month in a row

Retailers have reported improved year on year sales for the third consecutive month, according to the Confederation of British Industry (CBI).

The body's latest quarterly Distributive Trades Survey covered the first two weeks in November and found 49 per cent of retailers saw an increase in their volume of sales compared to a year ago, while only 16 per cent recorded a fall.

That means that the resulting balance of 33 per cent is the highest since June this year and above expectations which stood at 27 per cent.

Anna Leach, CBI head of economic analysis, said: "This month's survey is reason to be cheerful as we head into the festive period. Retailers across the board will be heartened by these encouraging results."

The increase in the number of sales jobs along with raising expectations means the future of the retail sector is more optimistic, she added.

MSBs and business schools can create jobs and drive the economy

Mid-sized businesses (MSBs) and specialist schools are compromising the growth of the British economy by not working together, an independent report has found.

The Business Schools Task Force study believes that a lot of progress has been made, but the companies can still do more.

With more than 10,000 MSBs in the UK, the report stated that business courses should be tailored to their needs and students should be advised to look for jobs with these firms.

Emma Wild, head of enterprise at the CBI, said: "This report is right to look at ways of improving collaboration between medium-sized businesses and business schools, which will be a valuable initiative to help these firms grow and create jobs."

Vince Cable launches Green Investment Bank

The government's business secretary Vince Cable has launched the UK Green Investment Bank and declared it officially open for business.

Work Programme 'transforming lives'

New figures have revealed that thousands of people are being encouraged to return to employment after being on benefits by the government's Work Programme.

According to the Department for Work and Pensions, more than half of the scheme's earliest participants have stopped receiving Jobseekers Allowance, while 19 per cent had spent at least six months in a row in work.

Mark Hoban, minister for employment, said: "The Work Programme is succeeding in getting people off benefits and into work. It's still early days but already thousands of lives are being transformed."

By the end of July this year, 31,000 people had remained in a job for several months.

Mr Hoban added that some providers had quickly come to terms with the new scheme, but stated that some are underperforming and it will not be tolerated, as getting the long-term unemployed back into work is the government's priority.

Sainsbury's to create 10,000 new jobs

Sainsbury's has said that it plans on creating an extra 10,000 jobs over the next three years, due to an expansion of its impressively performing convenience store business.

During the first six months of 2012, the chain has already opened 49 smaller stores and believes that this growth will continue at a pace of one or two new stores a week until 2015.

The new vacancies will include customer service and sales jobs, as well as more executive positions, said Sainsbury's director of convenience Simon Twigger. 

"Work in our convenience business is particularly fast-paced and flexible, with great opportunities for progression. It's one of the best possible starts to a career in retail," he added.

This will be the latest expansion in the supermarket giant's workforce.

Last month, Sainsbury's announced that it would create 5,000 extra seasonal jobs, bringing the total number of temporary staff working at its premises over the festive period to 20,000.

Apprenticeships 'need to be 12-months long'

It will take a person up to 12 months to learn the intricacies of a construction job and as such, apprenticeships should last for a year, a key government-commissioned report has found.

The Richard Review said the definition of what an apprenticeship actually is "has been stretched too far" in recent years, as there has been a rapid uptake of the positions with the government urging young people to consider them as an alternative to a university place.

Entrepreneur Doug Richard was asked by Vince Cable and Michael Gove to analyse the existing apprenticeship structure in England and following the publication, the coalition said it welcomed the report and will respond in due course.

In the review, Mr Richards asserts that those apprenticeships "measured in weeks or months", can still "fall short" of the required level of training that is needed in many cases.

He explained that even though knowledge can be learnt in a shorter period, it will take longer for the apprentice to become a skilled worker.

Business confidence returns to service sector

Business confidence is increasing among the UK's services sector, according to a new industry survey.

The Confederation of British Industry's (CBI) quarterly report has found that more tertiary companies in the country are now more optimistic than they were three months ago.

Not only did firms report an increased amount of activity in this quarter, they believe that the next period will bring further gains.

More jobs could be created as businesses are also seeking to employ additional staff and invest in training for their existing workforces.

Anna Leach, CBI head of economic analysis, said: "There are encouraging signs here, particularly with employers increasing headcount and training expenditure at the fastest pace since November 2007 and investment plans for the year ahead a little better.

She added that although the results are a surprise, the rebounded confidence levels follow a recent pickup in conditions in many sectors.

Vince Cable responds to Kay Review

Business secretary Vince Cable has responded to professor John Kay's independent Review of UK Equity Markets and outlined his support for the changes that will affect the country's financial sector in the coming months.

"Many of us feel that in the past, our public companies and investors have focused on short-term profit at the expense of long-term value," said Dr Cable.

He added that the behaviour of the banks in the build-up to the latest financial sector was the ultimate example of this and although the Kay Review is ambitious, investors are on board with it.

Ministers will now work with their EU counterparts to end quarterly reporting, seek to set up an investors' forum to engage with financial firms and endorse good practice statements from company directors.

The government are also keen to ascertain whether these changes would be best implemented via legislation or just regulation.

Half of British firms set to recruit in next 3 months

More sales jobs could soon be available across the UK, as a new survey has shown that over half of businesses in the UK plan on increasing their permanent workforce in the next three months.

The figures from the Recruitment and Employment Confederation (REC) found that 54 per cent of British firms have expansion plans, while only one per cent believe they will make redundancies over the next 12 months.

REC's director of research Roger Tweedy believes that confidence is steadily strengthening in the UK commercial sector with every passing day.

"With official employment figures continuing to grow and the UK exiting the double dip recession there are fewer dark clouds on the horizon and many employers feel they can confidently plan for the future," he explained.

The report was compiled by questioning 600 companies across the UK about their recruitment intentions over the next year and a half.
