John Cridland, CBI director-general, said the Budget needs to demonstrate a "relentless focus" on growth and help boost exports, investment and jobs.
"The Budget should create the framework for a Mittelstand of mid-cap businesses by ensuring they can access the capital they need to expand at home and abroad," he explained.
Ian McCafferty, CBI chief economic adviser, added that it must "create the right conditions" for businesses to invest and grow.
This includes improving the Enterprise Investment Scheme to bridge the funding gap for larger SMEs requiring between £2 million and £10 million, he explained.
It comes after business secretary Vince Cable and skills minister John Hayes launched a new £50 million Growth and Innovation Fund for the UK, which the government claims will boost investment in training and help businesses grow.
