Phil McCabe, spokesman from the Forum of Private Business, said it is just a matter of time before this occurs, and there will be a number of variables on the way.
"If you are optimistic, you would say that there are signs there of the green shoots of recovery, in traditional areas [such as] manufacturing. Certainly recent reports have shown an upturn in trade," he explained.
A lot will depend on what happens to free up finance for small firms with regards to making sure invoices are paid, as well as the restoration of affordable commercial lending, provision of alternatives to traditional banks, and getting a toehold in finance markets, he explained.
Mr McCabe said another factor is what governmental policies are introduced in the months ahead to boost confidence.
"An important area is helping these businesses in traditional sectors such as manufacturing realise that sales and marketing is a crucial and occasionally undervalued side of business activity," he added.
