In his correspondence, Mr Gauke provides an update on the issues surrounding taxation rules for contractors and on the effective enforcement surrounding off-shoring arrangements.
Despite this, REC would still like more guidance on subsistence schemes and stated that it will be pursuing the issue with the government early in the new year.
Commenting on the minister's letter and on recent developments, REC chief executive Kevin Green said it would benefit the recruitment industry if the "hugely important" taxation issues were resolved.
"Our persistence has paid off and we are seeing some positive signs in terms of policy changes and a commitment to effective enforcement," he stated.
REC will continue to work through the issues with the government to ensure that all businesses are working on a level playing field, Mr Green added.
